Move 2 jobs without Docker to RUNNER_GROUP_STANDARD and 0 jobs that need Docker to RUNNER_GROUP_DOCKER (Kata), with the LTSH_ARC_CI_FALLBACK_TO_GHA switch back to ubuntu-latest. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
One JSON org variable now holds the runner pools; setting it to {} sends
every job back to ubuntu-latest, replacing RUNNER_GROUP_* and
LTSH_ARC_CI_FALLBACK_TO_GHA.

Moves 2 jobs to the self-hosted ltsh runners: faster machines, no per-minute billing.
